is this still used as a real way to determine a quality site ?

nope.

at least not by anyone that knows what they are on about these days. Problem is, lots of "marketing bods" still see it as a marker point which sucks balls.

Have seen a few sites go PR1 or even PR0 in the last year (not grey bar) and have no drop in traffic at all, in fact most of them increased.

It is a vanity bar, nothing more as the moment it updates in the toolbar it is already out of date as PR is calculated constantly and then a snap shot is exported to the toolbar pagerank server once every so often.

Ye, one of my my sites dropped from a 4 to a 1 and at the same time its getting alot more traffic than when it was a 4 and ranking higher in the search engines!!
