Normally free to transfer away from a registrar -- but you usually then have to pay at your new registrar.
Have you contacted your new registrar to see what fees are involved?

I'm guessing the op is talking about .uk domains so that's not correct. You have to go through Nominet for the ownership change which is charged as bensd said. Moving the domain from one registrar to another is usually free at both ends for .uk domains but it won't change the ownership of the domain.

The cost of transferring a .com depends on the policies of the losing and gaining providers. Ordinarily, you'll only need to pay your new provider a fee (usually around £10) to cover the cost of a registrar transfer.
In some cases though, you'll find that the provider you're transferring away from (e.g. Namesco) imposes a charge for unlocking your domain and allowing it to be transferred - a highly questionable and unfair practice that impinges on your right as a registrant to transfer to another registrar.
 
As Donny has said above, there may be a fee to transfer out or into a new registrar.

With .com etc though you can stay with the same registrar and "push" to the new registrant.
