I would be dubious of actually being able to get CPC of $8.50 were did those figures come from …? Maybe there is a bigger market out there but without fully researching it would appear to be contrary to that..? The company you mention would be unlikely to be paying the above as a lot of there product is less than that price…. You could try approaching them or if they have any competitors ask them,

If you think there will be enough traffic or you know people in that field and you can source the product then maybe develop it may make you a few $$$ a year
But without any of the above I just cannot see it being worth more than reg fee
