You must be in a really poor area, mine is never less than 30mbps down, 3mbps up. Have you taken this up with Virgin at all, that is shocking?

spoke to them yesterday, and they said maybe it might be better in a month!

They told me the line is at full capacity...
 
With eclipse. Not the cheapest but excellent uptime and good speed in tests vs others in the area. The're keeping up with the technology and offer fibreoptic if enabled.
 
I used get told by talk talk that I was getting the best I ever could and that was well under 1mb, now have BT infinity and is also never under 30mb you can put your postcode in on their site to see what you can get, is well worth it.

Rate limiting? Do you download a lot? I know VM used to limit heavy users, so it might be worth checking this first.

I've got an FTTC cab at the top of my road so I'm getting around 38mbps on my line :) The BT line check will also take a post code to give you an estimate.
 
Just checked my VM connection and I'm getting 38.4Mbps out of it. I've seen it go over 50Mbps on occasion. So it does sound like there's a secondary problem with your setup (though it may also depend on which price tier you're in, as they may prioritise higher-tier customers when the connection gets busy.)
 
Have you tried rebooting your router / modem? How many devices are on the Internet when you do the speed test? Try it with just a laptop and everything else off as devices can be running updates or downloads that can impair your results.

Has anyone hacked your WIFI? and is chewing up your bandwidth, anything is possible these days.
