Are their any email systems out there that allow the web based set up of secure encrypted email?

One that can be intergrated to force initial sign up via a CC interface for one-time ID verification to help prevent misuse by spammers?

You mean like pgp-encrypted mails? I know some e-commerce packages that will do it.
I'm pretty sure there will be something on phpclasses.org that will do it too.

Yes - but must be able to interface with a one time 'cc verify' to help prevent abuse...

If you mean credit card verification with pgp-signing I'm pretty sure x-cart does that. There is a reseller on ebay selling it dirt cheap (legitimate licenses though).
Otherwise you want to be looking for a CAPTCHA test. They are very easy to code if you know GD2 and a bit of basic maths. Otherwise phpclasses.org have a few (if you can get passed all the sodding ads).
