MS don't mind at all so long as it's for the benefit of the MS community so a blog / forum / user group site wouldn't be a problem (I know one of the MS Evangelists that gets involved with the user groups and I run the UK messaging user group).
Setting up a Windows 8 based site that spreads bad stuff about MS isn't a good idea though...
Oh another thing - windows 8 is only a codename, the official release may be called something else (like vista was).
