When buying a domain you should ask yourself the following questions;

1 - Could I build a website around this name and expect to get visitors?

2 - Is this name of value to someone else?

3 - Is this a generic name?

4 - Could this name be vaulable in the future.

Taking your domains here as examples

1 - No. Who would google for flood info? What would you sell? What Adsense ads would encourage people to click?

2 - No. See 1

3 - Yes, but not a useable, attractive or customer enticing name

4 - No, See 1
