Bona vacantia/ Treasury Solicitor lost three DRS within 2 years. Does anyone know why they aren't on the three strikes list?

In 2006, bona vacantia said they would stop selling DNs when did they sell Recycle?

Domain names are no longer disposed of via Bona Vacantia. That 'misunderstanding' regarding domain names as business assets was brushed under the carpet a few years ago. Nice precedent though!
