Ironically, domain front running seemed to exist around the time of the report - Network Solutions for example had to settle a class action suit about the practice

DNFR is just a common aspect of human behaviour amongst those that will cheat, only the technology changes. Think of shares, insider deals, buying a house, etc etc. Knowing how much somebody else whats that item/thing/ makes us want it all the more. Sad but true...and assuming that data is not mined is simply naive....topical case in point: Facebook.
