DRS consultation event

Just got this on nom-announce:

Dispute Resolution Service consultation event

We would like to invite you to a morning reception, to discuss the current
Dispute Resolution Service (DRS) consultation.

A panel will discuss the consultation and there will be time for questions
to be asked.

The meeting will take place at a venue in London (to be confirmed) on 6
February 2007, from 11.00am to 12.30pm. A light buffet and refreshments
will be provided. To register for this event, please email
communications[at]nominet.org.uk. Please note that places are limited and
will be allocated on a first come, first served basis. If you have any
questions you would like to raise about the consultation please email them
to communications[at]nominet.org.uk and where possible we will put these to
the panel on the day.

This raises soo many questions:

1. In the interests of the 'wider stakeholder community' - why has this invitation NOT been made open to the general public, in particular .uk registrants?

2. Can we normal registrants as 'the great unwashed' attend the event?

3. Why is the meeting so short?

4. Who will be on the panal?

5. What is the purpose of the meeting and its panel?

1 and 2 are very good questions. I booked within about 15 minutes of the email being sent out - so if there is no space for me then you'll have the answer Sneezy. :twisted:

As to 3, 4 and 5 - why not make it at least half a day and have some sort of agenda. I'm quite happy to do a 30 minute slot with a breakdown of bad things in the DRS that need changing - or even if they want to be radical "Should Nominet still have a DRS?". FOC - and happy to pay my own fare back from Oz too!

...Agreed - 1.5 hours with meet, greet and snacks is hardly what I would call a sensible meeting with any real agenda to discuss the issues at hand - A full day with a propper agenda is required!

...Agreed - 1.5 hours is not enough for a proper debate and it would seem that this is somewhat of a 'window dressing exercise' - lets hope I'm prooved wrong!

I think it's time we had ***** Taylor, Eric Ramage and a few experts lined up on the panel e.g. the ones involved in bounce.co.uk and mercer.co.uk.

I'll sit on the panel as a domainer for £750 + Vat for the whole 1 and 1/2 hours

Just spoke to Ed about this and asked him why so short and whether there would be an agenda. He said the time was because it was not meant to be a forum for consultation responses - they should be made formally in writing - and it was just meant to be a Q&A session with an invited panel.

I am not sure whether there is going to be an agenda - but he rejected my offer of a powerpoint on either "Why we don't need an in-house DRS - UDRP will do nicely" or "What is wrong with the DRS". He did not even ask me to sit on the panel!

Personally, if the take up warrants it - I think this should be developed into a much broader debate on the DRS than the carefully crafted consultation questions invite. Take the wider "catch all" question thrown in at the end, invite comment or submissions in advance and then see where the debate takes us.

Is there any point in going then? If the panel is going to be "invited" by Nominet i.e. most likely ***** Taylor + a few experts + maybe the odd PAB member (that agrees with Nominet and not elected) you already know what they will say. Just like at the EGM a question will be met with a default reply and you won't be able to return the reply.

With the UK domain conference Domain Channel a few days before the event i'm seriously considering just going to that instead (saves me going to London twice!). Lesley Cowley will be speaking at the conference and i'm sure we can ask her questions direct. Also maybe we should print out the DRS consultation surveys and hand them out to domainers at the event to fill in? Highlighting the changes that would effect them e.g. loser pays.

You also have to remember ***** Taylor, Edward Phillips, Eric Ramage wrote the DRS in the first place. They are highly unlikely to allow comments to be made about it being replaced with WIPO Dispute Policies and Procedural Rules for ccTLDs ?

Also the DRS is being exported overseas and is seen as a success by them:

In addition, we have just assisted the New Zealand equivalent of Nominet to copy the DRS to deal with domain name disputes there, advised South Africa on their possible service and Norway and Switzerland continue to use processes which borrow heavily from ours.

I feel whether we like it or not the DRS consulation is just the white paper waiting to be rubber stamped. All we can do is point out the things wrong with it rather than the DRS as a whole?
