Just wondering - if somebody starts the DRS process and then gives up, are they allowed to start the process again some time later?

It depends.

Yes - as long as you don't take it for an Expert's decision, you could in theory test the water any number of times.

However, once a decision has been made by an Expert there are rules set out in the Policy/Procedure that provide some sort of "Double Jeopardy " limit to future claims - as in general an unsuccesful decision should be appealed - not started again.

There is a domain which was subject to DRS, Complainant lost.

DRS repeated and Complainant won, but subesequently forgot or didn't bother to renew it. Rather a waste of £1500 plus all the time and effort involved.
 
Each case though will have information given to the experts a case has been brought, even though it may have never got past the response/mediation phase.

It should be an influencer skewed towards the respondent
