ebay and tyre kickers

looking through the auction site for cars,i was wondering how many car transactions fail,if you look at each car sale it looks has though 75-80% fail with "relisted due to timewaster" on most pages,now i used to sell loads of motors on ebay and had loads of trouble from foreigners trying to haggle you down and walking away because ebay are powerless to do anything,so what do you think ebay should do before it finishes them,by the way car sales on ebay are down 80% between jan 2007- jan 2008 so with recession and more foreign nationals it is probably greater.
