Seems unlikely as it has been registered since June 2014 when .uk was launched, so I suspect the owner of the .co.uk (registered since 1997) registered it, then subsequently sold it to David, who then in turn sold it via this auction to Jeff. Would be interesting to hear from bluerock on how he came into its possession?

I owned the .co.uk but split both off in 2014. They were subsequently both sold separately.
