From 29 October 2012, the Chinese top level domain “.中國 (.cn)” will be opened for public registration. Beside Chinese characters it will be possible to register English letters and Arabic numbers plus hyphen at .中國 (.cn) domain.

There are different periods:
Registered Trademark Holder - 16 Sept 2012 to 14 October 2022
English .CN Domain name holder - 15 October 2012 to 23 October 2012
Public Registration: 29 October 20212

I thought you could only register .cn if you were based in China or (in the case of a company) if you had at least 1 employee permanently based there.

.cn Domains with trustee

You are right, that is difficult for companies and individuals outside of China to register .cn.

Even if you have a settlement in China, it is difficult, as one needs a lot of paper work.

But you can register .cn domain names with a trustee.

My company, by the way, offers such a service. Other registrars also.
