When it comes to geo service related domains which is better.

For example (I don't own any of these)

EssexHotels. Co.uk
HotelsEssex. Co. Uk
Hotels in Essex

What's the best way?

For services I'd go EssexRemovals, BathSolicitors, etc.
For accommodation maybe HotelsinEssex edges it over EssexHotels. Much of a muchness.

Pretty much never HotelsEssex.

Some of it comes down to the best match for intent. Some of it the most brandable choice. All depends on context.
