You have always been able to modify Google - how many search results per page, etc., Backgrounds is just another variation. There is no need to log in to change it - it'll probably be business as usual tomorrow.

It's more a ploy to get people to sign up for Google accounts - loads of kids for example will love this - than to change Google's usual white homepage indefinitely.
