Is this normal?

Someone asked a question in my website for sale thread and when I try to reply it says

"You are not allowed to bump your own thread before the minimum allowed time has passed. Please wait , 11 Hour(s), 59 Minute(s), 23 Second(s) before attempting to reply to your own thread"

So I have to wait 12 hours to reply to someone?

yes - i had that a few months ago. you can ask admin to post your reply for you or upgrade your membership.
