No mate, any .co.uk that was registered/existed on 28/10 wins, that right stays with the domain even if it's dropped and re-registered.

If the .co.uk was still registered on 28 October 2013 it is the only game in town. There is no such thing as "second place" in V3.

That's for non .co.uk domains:
What happens if a contested .org.uk and a .co.uk exist on the 28th of October (so the .co.uk gets the right to the .uk), but between then and the launch the .co.uk drops and is registered by someone else – who gets the right to the .uk?
The new .co.uk registrant gets the right to the .uk.

Yes, that means that if the .org.uk was the one with the right, it loses the right permanently since if you read the other answers on that page, you'll see that it's impossible for a .org.uk to gain the right after 28 October 2013 (and therefore to regain the right if it drops).
Only a .co.uk can do so (under certain circumstances).
