Meta tags and framesets!

Hi all,

Anyone know if using framesets changes the way Metatags are used?

Do I just use the meta tags on the frameset page as a normal page?
I constructing a site and submitted it to Yahoo , Google weeks ago but it's still not listed. I know Yahoo can take a while. But Google's usually quicker, isn't it?

Any ideas?
