i have just moved hosting accounts.

i backed up the sql databases.

is it just a matter of importing the sql database into a fresh wordpress install and the site will be as it was?

i DIDNT do an export in wordpress admin (i have no access to wp-admin)
 
I have never had the need to do it but it should be a case of uploading your sql into the new sql file. Downloading your wordpress site in full, uploading it to the new host and editing the wp-config.php to point to your new sql on your new host. That method should avoid any type of reinstall.
 
You need to
1. transfer the database as you said
2. Copy the files from the old to the new server (use an FTP client - drag and drop)
3. Change the details in the configuration file. Most likely you'll have a different database name as hosts sometimes force you to use a specific prefix on a db name.

If you wanted to do a fresh install (without transferring the files) but still use the old db then this could get messy. A fresh install could try to make the tables and db again in which case depending on versions you may not be able to import your data from te old to the new db.
