I'm surprised you're asking these questions, when it should be fairly obvious for a competent developer.

The Z at the end of the timestamp is for UTC, Nominet has always outputted Whois as if it's BST, otherwise registrants would be confused when registering a domain at 00:01 BST.
 
BST is such an outdated concept, I heard they were stopping it.

Yep, I heard they had stopped it too eons ago, thats why I asked and was surprised to see it.

This wasnt for the dropcatching of course, just another 20 yr old service that I was checking up on
