reverse domain lookup?

Hi,

i am looking for a tool or facility that tells me the other domains a domain owner owns. IE joe owns rrrr.co.uk, how do i find out the other names joe owns?

I have seen this service on domaintools.com but its V expensive, are there cheaper ways to get that functionality anywhere else? I am happy to bung someone some £ to do it for me also.
