A buying mistake I think...sparklers are on the list of prohibited items you cannot send through the post. From Royal Mail website:

Explosives: Any chemical compound, mixture or device capable of producing an explosive or pyrotechnic effect with substantial instantaneous release of heat and gas is prohibited e.g. ammunition, blasting caps, Christmas cracker snaps, fireworks, flares, fuses, igniters, nitro-glycerine and party poppers.

Having said that, there are plenty on people selling them online so maybe allowed by other couriers?

I wouldn't trust royal mail with a box of bubble wrap these days.

TopSpeed take explosives, they charge the world for ADR Consignments but they do it.
 
A new company called Sparklers And Fireworks Ltd bought it, their company was only registered this month, I'd say it's fits them nicely.
