seo and parking

is there any good way to seo a site you dont have any content on?, such has parked site?

I'm not an expert, but unless your parking company allows you to add or edit meta tags its not achievable.

Also with no content your unlikely to get any decent results.

all major search engines will have filters or special rules against dns or nameservers that resolve to a parking site as normally its them who are funding the adverts
