The new .uk tld

I am reading up on this but to be honest it's all pretty confusing I understand there is a vote on the 12th of sept or so and something about owners of the first other .uk tld(.co.uk,org.uk) having the right to the same name on the new tld.
Can someone give a clearer picture.I realise this is not guaranteed but I'm interested in how it works and if it gets the go ahead when it is likely to happen,cheers.
