how true is this?
 
Think in general this table stays the same most of the time.

Quality content, Quality links and a good site structure and titles.

The only thing which seems to be added to it over the past months is the influence from social networks such as FB and G+ likes
 
I find a lot of the content found at SEOmoz and SEL is pretty idealistic. The facts are:

- Social signals have very little bearing on your web rankings. And the image infers that social reputation is 2/3rds as good as link quality.

- Paid links still help a lot of websites to rank. Google has an incredibly hard time spotting them.

- "Has someone blocked your site from their search results". Google admits that it can only use these type of metrics when search volumes are very high (in order to get statistically significant results). For most people, Google won't look at the block rate.

This type of content is great and works as a good general guide; it also helps to potentially future proof your website as Google will one day (it may be several years) be able to follow this kind of ideology. But if you want to SEO today then use different resources; but keep in mind where Google is headed in the long term with images like the one you posted.
 
Hi well it seems due to the changes in the search engines some may not apply anymore.
 
After looking at the table closely, i think I agree with you, was looking for the social aspect and was on the impression that quality content was already important before Google Panda.
