You could use a CMS to do it, there is plenty of components out there that will do what you need. Auction, portfolio listings etc

For it to function how I imagine it would have to be a bespoke cms, not a mashing of things already out there. Though I appreciate the suggestion!

Edwin, in regards to actually finding customers for the domains... I could offer users ways to get in touch with end users at a cost... for example if I took your idea about printing the domain on the envelope and offered that on a cost per letter basis, and I (or an employee) managed printing the envelope, posting, etc. And of courses a whole load of other methods. How would you respond to something like that?

That's the kind of thing I'm sure a lot of people would just handle in-house as it's hardly the value-add. The printing/sending part of the equation is 1% of the issue - it's the "what to print and send to get the sale" that's the other 99%.

On the other hand, if you put together a provable, demonstrably successful, repeatable, cost-effective methodology that results in regular sales to end-users at end-user prices, then I'm sure you'll get a lot of peoples' attention, me included...

However, the burden would clearly be on you to PROVE that the system works, and works effectively and repeatably, FIRST.
