when is decision made as I have have a gut feel who should win
although who dec ides? is it by voting? as the iphone generation will prob vote for steve jobs. great man as he was i dont think should get again

Decision is made I guess at the beginning of December as the edition will be out in shops in the middle of that month.

Winner is chosen by TIME's editorial team, but probably somewhat influenced by the poll they do on their website.
