Your TV licence only pays for the BBC channels, the rest are funded by ads etc.

ITV and channel 4 also get a lot of money from the license fee, One of the coditions for the license fee is that they provide certain public broadcasting programmes like the regional news.

ITV are threatening to pull the plug and become a pure saterlite / cable channel and leave channel 3 because of it.

While all the channels you mentioned are required to offer limited public service broadcasting, I'm fairly sure none receive funding for it. C4 definitely isn't publicly funded.

Not 100% sure in the case of ITV but the wiki article doesn't mention anything about public funding.
