If I own and sell a .co.uk, does that pass the right to purchase the .uk to the new owner?

Also, same question, but what happens if I have already preordered the .uk?

The rights remain with the domain, not the registrant, so, whoever owns the domain, has the rights.

If you sell a domain, the new owner will get the rights to the .uk, no matter whether you've pre-ordered it, not that you have to pre-order anything, the .uk is automatically reserved for you, you don't need to pre-order it.

There is no such thing as a .uk preorder. Not in the way a domainer would expect it ie something meant to help you "jump the queue".

That's because there is no queue! Either you own the domain that carries the right to the .uk, in which case you have a full 5 years to think about whether to register it (you can register it at any registrar, though the precise mechanism hasn't been explained yet) or somebody else owns it, in which case you have a 0% chance of registering the .uk.

Some less than scrupulous registrars have dressed the situation up in a whole lot of verbal fluff in order to charge over the odds for a service that does no more than register the .uk on your behalf on Launch Day assuming you have the right to do so AND if the matching domain with the right is held at that particular registrar.

BTW read the small print: no refunds on preorders under any circumstances, even if they can't be fulfilled!
 
Simple message. Don't pre-order. No need. If you own the .co.uk then just get it whenever you want until June-2019.
