Anyone have access to an Electoral register?

Been scammed for the first time on ebay. Near £400!

I have his full name + his wifes/mums who his ebay account is under. Also the area he lives in and phone number, knowone answers the phone though or emails.

I tried to sort it through paypal. He issued me a full refund, shame its been pending now for over 2 weeks In other words hes shifted the money somewhere and paypal now dont have anywhere to recover his funds from as his paypal and registered bank are empty!

If anyone has a method of finding peoples exact address would be great so I can start sending out the letters etc and try and get things moving.

You can pay to search the electoral roll now through some sites.
Especially if you have a name and town/city
