These are just my opinions, I hope it is of assistance:
blamegeorgebush.com - No resale value as this is not a sought after commercial term.
lowerpetrolprices.com - Not a hugely commercial term for the internet and the better term is lowpetrolprices.com, but probably a little resale value.
uknewsforum.com - The term is not hugely commercial but it is memorable and a site could be developed around UK news issues, so a little resale value (sale over £250 would be good IMO) and some development potential. The name is too general and not commercial enough to attract high value.
loansregister.com - Loans is a high value term, but not sure about this particular keyphrase ... develop it into an affiliate site.
dynamicar.com - Advertise it for sale and wait until someone contacts you to achieve maximum value for a sale. It's a nice name, you just have to wait until someone wants to use it.

What you could do with it is quickly develop a site where americans can complain about their current problems. I think it's easy to type and remember, and it could have some traffic, at least for some time.
