Best CMS for Town or City Portal

Which would be the best CMS for a town or city portal.

Looking for one with user registration/login with following modules/plugins:
directory
forum
classifieds

The reason i mention about user registration is because a couple of cms that i have tried don't have decent enough module for what i want to use. I could just use a simple cms or handcode the site and "integrate" phpld, vb and a classifieds script etc but it would mean multiple registrations for each section of the website.

Take a look at my (in much need of daily attention but lacking at the moment) Whitby site.

It's control by categories, plug-ins and a few other bits of hard code magic.

It was a html template i liked and adapted to WordPress for the great tools WP has to offer as you maybe aware theirs 100's now and all improving.

WP and cmsmadesimple are both very easy to use and have used them several times on projects but they don't have the plugins/mods i want.

Have looked into Joomla but i need to set aside a few hours to go through it - apparently there is quite a steep learning curve.
