It has been long since I registered .co.uk domains so forgive me but as far as I know there are no restrictions of any sort...so Australians can still freely register them and use an Australian address, right?

Not sure why they allowed that. Australians can pick up .co.uk's but Brits can't pick up .au...
 
Purely a commercial decision.

Do we make it a free for all and make loads more money? or do we restrict it to persons residing here only? (like the Aussies have) or you could go down the Irish route who have decided to police their name space to ensure no domaining takes place. You have to prove you have a right to a name before they will grant registration.
