Co.uk v Com when searched by UK people

If I am based in the UK and I did own the domainwww.visitlasvegas.co.uk (which I don't)

1) Would this appear above the equivalent dot com one if it was searched by people here in the UK?

With all else being equal then yes quite likely to in my experience.
 
When targetting UK surfers by natural SEO, the .co.uk normally gives the best results. If it's a good keyphrase though, I normally would want to own the .com as well, but I would tend to forward this to the .co.uk if targetting UK surfers (or just build a separate unique site on the .com as well).

Google.co.uk will give higher placement to .co.uk names and also sites that are hosted in the UK.

As far as i know google does this with all "country" versions of google.
ie. google.de would give preference to .de domains and sites hosted in germany.
