.com domain sale and transfer to UKREG problems

I agreed to buy a .com domain from a guy up north in the UK which registration was due to end on 28 February after finding him through WHOIS.

The seller was meant to transfer the domain to me after payment, and the domain has been unlocked and told me to go ahead with the transfer in to my account at UKREG.

UKREG informed me that an email would be sent to validate the transfer to the domain holder. However I never received the email and when I check WHOIS it still shows the old domain holder's details.

Does anyone know what will happen now as I can't get through to the seller? Plus UKREG took money for a year's registration on transfer?
