Can someone please explain the difference? and which is better for SEO.

Also if you get a link of a homepage that say has a pr5 but when you click on your article it has a pr0, is that any good for SEO?

Not sure what you're asking.

blogspot is blogger, blogging platorm.

A blogroll is a list of links a blogger puts on their sidebar or a special page of other blogs they like.

Visible PR doesn't automatically update, when a new page is created it will show as n/a or PR0 until there is a public update (which there hasn't been for a while)

PR5 is decent, but google PR is pretty easily gamed.

If they're blatantly selling links it's probably best to avoid them..
 
Ignore PR of the page. If it's a trusted on theme site then that's all that matters. Get a mix of both blogposts and blog roll. Variety is the key.
