Do you need Finance Links

I have a domain with PR3 related to finance. SEOMoz page rank of 29. Domain age is 2004.

I can offer a homepage link or blog post with link (will go on home page) The site currently has a very low OBL and will stay lower than 15 links overall.

I am either looking to charge a small fee for this or exchange links.
