Why do people register and offer the .uk with the .co.uk

Can the .uk holder press legal action against the .co.uk with the same domain?
 
As of July, they will be separate entities, Already are if they happen to have been split, so you can do what you want with them. Of course, usual copyright and infringement rules will apply.
