If a business/ business person is based in, for example, United States of America, Canada or New Zealand, they would be outside the scope of UK Vat.

If intending buyer is based in the EC, I would need to check with HM Revenue & Customs to check current treatment for the respective EC country. I’ll go into the detail, when/ if I have a EC based buyer.
