Interesting. While I don't really follow the formulas, the crucial part seems to be that no member has more than 3% voting rights (on most issues) therefore it makes the votes of anyone with less than 3% of Nominet's total number of outstanding domains effectively "stronger" compared to those with more than 3%.

in a threeway vote also it renders any 2nd preference utterly useless.
i wonder what would be 3% though the formula makes it quite imposible to approximate.....in terms of actual no. of votes.
