How to monetise a DR:59 directory site for a city?

I built a site from the ground up and now it’s at DR:59, so not spammy.

How do I monetise?

Other than selling listings to end-user businesses, do SEO agencies buy listings for their clients to get juicy do-follow links?

Insights to this industry would be great…
