Live-ish stream to your webpage

I'm looking at putting a live-ish (10+ second delays ok) stream podcasts that also recorded and archived for later viewing.

It needs to be embedded into one of my sites and not on a third parties.

What's the cheapest option to test a setup out there or any free methods would be good.
