For local optimization you'll want to ensure keywords of local communities/cities/locales are mentioned on the site. That's probably the most important so the SE's know that you're a local resource to those searchers in your area.

I would say do exactly the same as you would for any other keyword, research terms associated with that and add them to the text or alt tags.

If you can add them to regional directories all the better.
