mini site set up ?

Hi ! i am bored with parking as not making much money and want to get into setting up mini sites.
i have found a site called minisitemanager.com and wondered if anyone is familiar with this ?
am not the most wise person on computers when it comes to HTML and this site said it uses PHP and WYSIWYG
PLEASE ! advise
