nhs using direct .uk

Just seen an advert on tv from nhs and they were promoting a direct .UK extension for their site. I checked the whois and it says it was registered before 1996. How can this be if it's only just been released or were there exceptions in some areas.

There always has been a few including bl.uk, parliament.uk etc etc

.nel.uk - National Engineering Laboratory (now TÜV NEL) - now deleted.
