I only scanned the "A" section and lot made sense. As stated it was a software/programme scan that gave him the list to register and I would imagine thats been running over time and with various tweeks to the parameters before he hit the 'buy-button'
He can't compete with his old part-owned company 'buydomains' because of his sell-out restrictions.
My guess is he's a little bored and decided to test his programme - put his money where his mouth is. I would be more inclined to believe it's a software test.

tell us your business priorities,geographics,products etc etc etc and this little baby will list everything available within your, and most importantly 'Search-engines' parameters.
