On a recent Ugly House to Lovely House (Channel 4), a house was clad in a new material that looked like stained wood, but doesn't fade.

Number 2 would be my choice in isolation, but you should consider the wider picture of the neighborhood/street as well. You want it to have a cohesive design language and not stand out in a negative way.
Doesn't the local council have a say in this?
 
Using coloured windows *may* go out of style sooner rather than later, that's my only concern with #2, looks very nice though Philip - thought you were a teacher ;-)
 
I'd just save the money and move off the estate.
