Wanted: Service Strange Issue With Browsers

My office is near Haywards Heath/East Grinstead, so unless nearby, remote assistance would be preferable - would prefer "no fix no fee".

Here is the situation.

1. I was in my office and the internet worked well - I am using the business park owner's internet by a cable from their office: they had not told me they made any changes and they probably do not know much about computers either (and hardly see them) - not sure that anyone else uses their internet. All browsers working well.
2. I took my computer home for an afternoon and all browsers normal.
3. Took my computer back to my office and all browsers were not working normally with missing CSS and images.
4. Took my computer home for a couple of days and all normal again.
5. Took my computer back to my office today and again all browsers not working normally.

Had tried turning off firewall/Norton etc..

Any ideas? I use Windows XP.

Got advice from local IT company - contacted business park owner to restart router and apparently fixed.
