I would imagine its best suited to ecommerce selling tartan products and possibly other related scottish goods. There are plenty of company's with tartan in the brand name also.

I also feel this is better in top level domain than a cctld as there is a worldwide market which could be fed from the uk.

Lots of people have family connections which fosters an interest in Scottish/Irish heritage
On top of that the U.S celebrates a tartan day and the Dalai Lama has had a peace tartan designed for him. Although I'm not sure I would consider him an end user for this ;)
 
shame it's the .net. Obviously the .com or even in this case for heraidic purposes the .org would be good.

It's not a subject for the UK market south of the boarder (which your aware) and I'm pretty sure there would already be some good established sites out there with a Global presence. So one of those sort of domains I would be happy to leave at somewhere like Sedo, pitched at around US$1k and forget about
